The use of softwood packing materials in international trade is strictly controlled. All softwood materials whether used in case making or used as dunnage to pack cargo in containers must meet the requirements of an international regulation know as ISMP15
This regulation lays down the requirements for all unprocessed softwood. Any processed materials such as plywood and chipboard are excluded as they have already undergone sufficient process to eradicate any bugs & pests that may have been living in the wood. However even if you use these processed materials for your outer packing softwood block to facilitate forklift handling and any inner packing softwood such as bracing struts must also comply with ISPM15
Many countries are now performing random inspection of import cargo any found not to comply may result in the cargo being rejected or sent for decontamination. If this is part of a consolidation then all the cargo in that consolidation may have to be returned to the country of origin, and the costs incurred would be the responsibility of the shipper who’s cargo did not meet the requirement. This could be thousands of dollars.
